文中的irregular recruitment即是違規招聘，irregular有“不規則的，不合法的，不合規矩的”意思。事業單位我們可以說成“publicly supported institution”或者“public institution”。之前網上流行的“蘿蔔招聘”一詞也是諷刺有些地方招聘公務員採取量身定做(tailor made)的辦法，蘿蔔招聘我們可以說成slated recruitment或者tailor-made recruitment。
