肯尼亞實行最嚴限塑令 使用塑料袋可判4年監禁

Kenyans producing, selling or even using plastic bags will risk imprisonment of up to four years or fines of $40,000 from last Monday, as the world's toughest law aimed at reducing plastic pollution came into effect.

東非國家肯尼亞自上週一起開始實施全球最嚴厲的旨在減少塑料污染的法律，生產、銷售乃至使用塑料袋的肯尼亞人都可能被處以最高4年監禁或4萬美元的罰款。

The East African nation joins more than 40 other countries that have banned, partly banned or taxed single use plastic bags, including China, France, Rwanda, and Italy.

肯尼亞由此加入到其他40多個出臺了禁塑令、限塑令或對一次性塑料袋徵稅的國家的行列中，這些國家包括中國、法國、盧旺達和意大利。

Kenya's law allows police to go after anyone even carrying a plastic bag.

根據肯尼亞的這項法律，警察甚至有權追捕拿着塑料袋的人。

But Judy Wakhungu, Kenya's environment minister, said enforcement would initially be directed at manufacturers and suppliers. "Ordinary wananchi will not be harmed," she said.

但肯尼亞環境部部長朱迪·瓦克洪古稱，該法首先將針對生產商和供應商執行。她表示：“普通民衆不會受到牽連。”

Big supermarket chains like France's Carrefour and homegrown retailer Nakumatt have already started offering customers cloth bags as alternatives.

The environment agency said it would send out its inspectors and environment police to inspect whether manufacturers and citizens had complied with the ban.
