Russia has lost its appeal against a ban on its athletics team from appearing at next month’s Olympic Games, paving the way for a wider ban against all Russian sportspeople from competing in Rio de Janeiro.

俄羅斯針對其田徑隊被禁止參加下月奧運會提起的上訴遭到駁回,這爲全面禁止所有俄羅斯運動員在里約熱內盧參賽鋪平了道路。

The International Association of Athletics Federations in June barred Russia’s track and field athletes from competing at the games, after an investigation revealed systematic doping violations.

國際田徑聯合會(IAAF)在6月份禁止俄羅斯田徑運動員參加奧運會,此前進行的一項調查發現了俄羅斯存在系統化的興奮劑違規行爲。

Yesterday, the Court of Arbitration for Sport, the final judge in global sports disputes, dismissed the claims of 68 athletes and the Russian Olympic Committee, which had appealed the ban. They had questioned the “validity, enforceability and scope” of the ruling, but the expulsion was unanimously upheld.

昨日,全球體育糾紛的最終審裁機構——國際體育仲裁庭(Court of Arbitration for Sport)駁回了針對上述禁賽令提起上訴的68名運動員以及俄羅斯奧委會的主張。上訴人質疑了國際田聯裁決的“合法性、可執行性和範圍”,但仲裁小組一致維持該禁賽令。

The decision could free the International Olympic Committee, which governs the games, to ban the entire Russian team from the games in Brazil. On Tuesday the IOC said it was exploring “legal options” for a wider ban, but said it would await the CAS ruling. The IOC is set to make a final decision next week.

The World Anti-Doping Agency on Monday demanded that all Russian competitors be banned from Rio 2016 after finding the country’s sports ministry “directed, controlled and oversaw” a systematic cover-up of doping by its athletes at previous competitions.

Such a move would ratchet up tensions between the west and the Kremlin, which has been furious about the doping allegations, viewing the publicity around the scandal as a US-led plot.

Vladimir Putin, Russian president, has offered to suspend all those implicated in the state-sponsored doping regime, but called on the IOC not to punish clean athletes.

The Lausanne-based court did not provide reasons for its decision, but said full grounds for the ruling would be released as soon as possible.

Sebastian Coe, the British former middle-distance runner and now IAAF president, welcomed the ruling saying he was “thankful that our rules and our power to uphold our rules and the anti-doping code have been supported”.

Dmitry Peskov, a Kremlin spokesman, told journalists yesterday that Russia regretted the court’s decision. “The subject of collective responsibility can hardly be acceptable for us,” he said.

He said Russia would not boycott the Olympics in response.
