金磚開發銀行總部落戶上海
Leaders of the Brics group of large emerging countries have named Shanghai as the headquarters of their new development bank and nominated India to provide its first president.
由大型新興國家組成的“金磚國家”(Brics)集團領導人已決定將上海作爲其新建開發銀行的總部，並決定由印度選出首任行長。Brazilian president Dilma Rousseff, accompanied by the leaders of Russia, India, China and South Africa, announced the plans at their sixth summit in Fortaleza after a last-minute debate between China and India over who should host the New Development Bank.
在俄羅斯、印度、中國和南非領導人的陪同下，巴西總統迪爾瑪•羅塞夫(Dilma Rousseff)在巴西福塔萊薩召開的金磚國家第六次年度峯會上宣佈了這一計劃，此前中國和印度在最後一刻就新開發銀行(New Development Bank)總部設在哪裏進行了辯論。A statement from the group, titled the “Fortaleza Declaration”, also said a “regional centre” would be established in South Africa concurrently with the headquarters.
金磚國家的聯合聲明“福塔萊薩宣言”(Fortaleza Declaration)還表示，在設立總部的同時，還將在南非設立一個“區域中心”。
The declaration said Brazil would head the bank’s board of directors and Russia would lead the board of governors of the institution, which will have initial authorised capital of $100bn aimed at fighting financial crises and initial subscribed capital of $50bn.
宣言稱，巴西將派出代表擔任新銀行董事會董事長，俄羅斯將選出代表擔任該銀行理事會主席，該銀行的法定啓動資金爲1000億美元，旨在應對金融危機，而各成員國認繳的啓動資金額度爲500億美元。“Based on sound banking principles, the NDB will strengthen co-operation among our countries and will supplement the efforts of multilateral and regional financial institutions for global development,” the declaration said.
宣言稱：“在穩健銀行的原則下，新開發銀行將加強各成員國之間的合作，並對多邊和區域金融機構致力於全球發展的努力提供補充。”Ms Rousseff told journalists later the establishment of the bank had turned the Brics into “a partnership based on institutions”.
羅塞夫隨後告訴記者，該銀行的設立將金磚國家變成了“一種基於體制的合作關係”。Having won the right to host the head office, China is expected to be the last of the countries to receive the revolving presidency.
