英國計劃通過減稅來緩解退歐衝擊

Britain has announced plans to cut corporation tax to less than 15 percent in an attempt to cushion the shock of the country's decision to leave the European Union.

英國方面近日宣佈,計劃把企業稅率降至15%以下,以試圖減緩脫離歐盟帶來的震動。

Chancellor George Osborne told the Financial Times he wanted to build a "super competitive economy" with low business taxes and a global focus.

英國財政大臣喬治·奧斯本接受《金融時報》採訪時表示,他希望能夠打造一個擁有“超級競爭力的經濟體”,將享有低營業稅,併成爲世界焦點。

Osborne wants to set the lowest corporation tax rate of any major economy, announcing a target of less than 15%, down from 20% now. He said Britain should "get on with it" to prove to investors that the country was still "open for business".

奧斯本希望把英國的企業稅率定在主要經濟體中的最低水平,目標是從現行的20%調低至15%以下。他表示,英國應當"接受減稅計劃",向投資者證明該國仍然"對商業開放"。

Such a sharp cut in business taxes would take Britain close to the 12.5 percent corporation tax rate in Ireland and would anger EU finance ministers who fear a "race to the bottom".

減稅幅度如此之大,將使英國公司稅率接近於愛爾蘭12.5%的水平,並將讓那些擔心成員國競相把稅率降到最低的歐盟財政部長們憤怒。

Beside the tax cut, the chancellor said his five-point plan included focusing on a new push for investment from China, ensuring support for bank lending, redoubling efforts to invest in the Northern powerhouse and maintaining the UK's fiscal credibility.

奧斯本表示,除了減稅,他的五點經濟振興計劃還包括:集中力量發起新一輪爭取中國投資的動作,確保對銀行放貸的支持,加大對北方經濟引擎的投資力度以及維持英國的財政可信度。

The Chancellor said Britain would aggressively seek bilateral trade deals and that he would lead an extended visit to China this year to try to keep inward investment flowing.

這位財政大臣表示,英國將積極需求新的雙邊貿易協議,他將於今年對中國展開一次拓展訪問,以保持投資繼續流入英國。

In spite of the expected shock to the public finances, he also called for the next prime minister to commit to the HS2 rail project from London to the north, the planned trans-Pennine rail improvements and a third runway for the south-east.

儘管公衆財政遭受到了預期的衝擊,但奧斯本仍呼籲下一任首相繼續投資連接倫敦和北部的HS2鐵道項目、改善跨奔寧山脈鐵路,並批准建設新的第三條南北通道。
