Remarks by State Councilor Yang Jiechi at the Joint Opening Session of the Fifth Round of China-US Strategic and Economic Dialogues

尊敬的克里國務卿、盧財長，

尊敬的汪洋副總理，

女士們、先生們、朋友們：

Ladies and Gentlemen,

Dear Friends,

很高興同汪洋副總理、克里國務卿、盧財長共同主持第五輪中美戰略與經濟對話。
It gives me great pleasure to co-chair the fifth round of China-US Strategic and Economic Dialogues (S&ED) together with Vice Premier Wang, Secretary Kerry and Secretary Lew.

本輪對話突出的特點是“新”：
A key feature of this round of dialogue is that many things are new.

中美兩國邁入新時期。奧巴馬總統開始第二任期，着力振興經濟，推進社會改革。中國經過30多年的改革開放，經濟社會發展取得巨大成就。當前，中國人民正在以習近平同志爲總書記的新一屆中央領導集體帶領下，爲實現中國夢而努力奮鬥。中國夢要實現國家富強、民族振興、人民幸福，這與包括美國在內的世界各國人民的美好夢想相融相通，相得益彰。
Both China and the Unites States have entered a new period. President Obama has started his second term, in which he aims to revitalize the economy and advance social reforms. China, in its over three decades of reform and opening-up, has made tremendous economic and social progress. Guided by the new central leadership with Comrade Xi Jinping as the General Secretary, the Chinese people are striving to realize the Chinese dream, a dream that seeks to bring about prosperity of the country, renewal of the nation and happiness of the people. The Chinese dream and the beautiful dreams of people across the world, including the American dream, are concerted and mutually complementary to each other.

中美關係站在新起點上。上個月，兩國元首在安納伯格莊園舉行戰略性、建設性、歷史性的會晤，雙方同意共同努力構建基於相互尊重、合作共贏的中美新型大國關係，爲中美關係未來發展指明瞭方向，規劃了藍圖。
The China-US relationship has reached a new starting point. During the strategic, constructive and historic meeting held between our presidents at the Annenberg Estate last month, the two sides agreed to work together to build a new model of major-country relationship based on mutual respect and win-win cooperation. This charts the course and draws the blueprint for the future development of China-US relations.

新形勢、新機遇，賦予中美戰略與經濟對話新使命、新任務。此次，汪洋副總理、我和中方同事們，就是爲了落實兩國元首會晤共識、推進中美新型大國關係建設而來。
Under the new situation and faced with new opportunities, the S&ED has taken on new missions and tasks. Vice Premier Wang, my other Chinese colleagues and I have come here for the purpose of implementing the agreement reached between our Presidents and advancing the new model of major-country relationship between our two countries.

我們期待通過本輪對話，與美方進一步增進相互瞭解。中國正在努力實現“兩個一百年”的奮鬥目標，即在中國共產黨成立100年時全面建成小康社會，在新中國成立100年時建成富強民主文明和諧的社會主義現代化國家。中國將繼續堅持改革開放，堅定不移走和平發展道路，奉行互利共贏的開放戰略，做國際體系負責任的參與者和建設者。我們這麼做，根本目的是讓中國人民生活得更好，讓世界更加和平、穩定、繁榮。
At this round of the S&ED, we hope to further increase mutual understanding with the US side. China is endeavoring to meet what we call the “two centenary goals”, namely, to complete the building of a moderately prosperous society in all respects by the 100th anniversary of the Communist Party of China and to turn China into a socialist modern country that is strong, prosperous, democratic, culturally advanced and harmonious by the centenary of the People’s Republic of China. China will stay committed to reform and opening up, stick to the path of peaceful development and the win-win strategy of opening-up, be a responsible player in and contribute to the building of the international system. We do this because we want to deliver a better life to our people and help make the world a more peaceful, stable and prosperous place.

我們期待通過本輪對話，與美方擴展和深化務實合作。中美各自調整經濟結構過程中蘊藏着巨大合作機遇。兩軍關係呈現良好發展勢頭，值得雙方共同珍惜和維護。中美人民彼此懷有良好感情，兩國地方、人文交流與合作空間廣闊。我們願與美方開展全方位合作，爭取儘可能多的互利雙贏成果，造福於兩國人民。
At this round of the S&ED, we hope to expand and deepen practical cooperation with the US side. Huge cooperation opportunities exist in both countries’ economic structural adjustment. Military-to-military relations enjoy a good momentum of development, which needs to be valued and maintained by both sides. Our people are well-disposed to each other and there is broad space for subnational, cultural and people-to-people exchanges and cooperation. China is ready to carry out all-dimensional cooperation with the US side to produce as many mutually beneficial results as possible for the benefit of our two peoples.

我們期待通過本輪對話，與美方加強在國際地區和全球性問題上的協調合作。雙方應加強宏觀經濟政策協調，深化在地區熱點問題上的溝通，攜手應對氣候變化、網絡安全等全球性挑戰，共同促進全球經濟增長，維護地區穩定，保護地球家園。
At this round of the S&ED, we hope to enhance coordination and cooperation with the US side on international, regional and global issues. The two sides should step up macroeconomic policy coordination, deepen communication on regional hotspot issues, work together to tackle such global challenges as climate change and cyber security, promote global economic growth, maintain regional stability and protect our homeland, Planet Earth.

我們期待通過本輪對話，與美方探討如何發展好對話機制。我們歡迎第三次戰略安全對話、氣候變化工作組和網絡工作組取得的積極成果；期待着與美方同事舉行能源安全、氣候變化兩場小範圍會議，加強雙方在相關領域的政策溝通與務實合作；探討建立新的子對話和工作組，適應並服務於中美關係發展需要。
At this round of the S&ED, we hope to explore with the US side the enhancement of our dialogue mechanism. We welcome the positive results of the third Strategic Security Dialogue, the Climate Change Working Group and the Cyber Working Group. We look forward to the two small-group meetings with our US colleagues on energy security and climate change to strengthen policy communication and practical cooperation in these fields. And we will explore the establishment of new sub-dialogues and working groups to meet and serve the demands of our growing relationship.

中國是最大的發展中國家，美國是最大的發達國家，我們之間存在許多共同利益，也存在着一些分歧和摩擦。但我們的共同利益遠遠大過分歧。我們要求同存異、求同化異，不斷推進兩國關係的發展。中美兩軍關係正朝着良好方向邁進。中方願同美方在平等和相互尊重基礎上，繼續開展人權對話。同時，我們認爲，中美合作的潛力還遠遠沒有發揮出來。隨着中國經濟和科技實力的增長，中國在某些方面競爭力的確在提高，但同發達國家相比還有很大差距。如果中美之間存在競爭的話，這種競爭也應該是在相互尊重基礎上進行的良性競爭。
As the largest developing country and the biggest developed country in the world, China and the United States have many common interests and also some differences and frictions, but the former far outweigh the latter. We need to seek common ground while reserving and resolving our differences, and keep pushing forward our bilateral ties. Our military-to- military relationship is moving in a good direction. The Chinese side is ready to continue the Human Rights Dialogue with the US side on the basis of equality and mutual respect. At the same time, we believe that the potential of the China-US cooperation is far from being fully tapped. With the growth of its economic, scientific and technological strength, China’s competitiveness is indeed increasing, but it still lags far behind the developed countries. If there is truly any competition between China and the United States, it is a competition that is healthy and is based on mutual respect.

中國是一個負責任的大國，我們同美國和其他國家一起努力，應對國際金融危機。我們和世界各國一道，反對恐怖主義。中國目前是聯合國安理會五個常任理事國中派出維和部隊參加聯合國維和行動最多的國家。中國對亞洲經濟增長的貢獻率已超過50%。中國奉行睦鄰友好政策，也希望有關直接當事國遵守承諾，通過雙邊協商談判妥善解領土問題。我們認爲，廣闊的太平洋容得下中美兩國共同發展。我們願意同美國和其他國家一起，爲亞太地區的和平、穩定和發展作出貢獻。
As a large and responsible country, China has worked together with the United States and other countries to address the international financial crisis. We have also stood with the rest of the international community to combat terrorism. China has sent more peacekeeping personnel to the UN peacekeeping missions than other permanent members of the UN Security Council. China accounts for over 50% of Asia’s economic growth. China is committed to developing friendly relations with its neighbors and hopes that the countries directly concerned will honor their commitments and properly resolve territorial issues through bilateral consultations and negotiations. We believe that the vast Pacific Ocean is big enough to accommodate the common development of both China and the United States. We stand ready- to work with the United States and other countries to contribute to peace, stability and development in the Asia-Pacific.

構建中美新型大國關係，貴在創新思維，積極行動。讓我們在前四輪中美戰略與經濟對話的基礎上，沿着兩國元首指明的方向，繼往開來、開拓創新，推動本輪對話取得積極豐碩成果，爲中美“跨太平洋合作”注入新動力。
It is important to tap new thinking and take active actions to build the new model of major-country relationship between China and the United States. Let us build on the past four S&EDs, forge ahead in the direction set by our Presidents, and work innovatively for positive and fruitful results at this round of dialogues, so as to inject fresh impetus into the China-US cooperation across the Pacific Ocean.
