BEIJing - Two Chinese scientists, physical chemist Zhang Cunhao and nuclear weapons expert Cheng Kaijia, won China's top science award on Friday for their outstanding contribution to scientific and technological innovation.
北京消息，週五兩名中國科學家因對科技創新作出傑出貢獻獲得中國最高科學技術獎，這二人是物理化學家張存浩以及核武器專家程開甲。

China's top science award是中國最高科學技術獎；outstanding contribution是傑出貢獻；scientific and technological innovatio是科技創新。
二人均是中國科學院（Chinese Academy of Sciences）院士（academic），國家主席習近平在2013年度國家科學技術獎勵大會上向他們頒發獎勵證書（be presented with certificates），該大會旨在表彰傑出科學家（distinguished scientists）和取得重大研究成果（research achievements）的科學家。
中國國家最高科技獎得（be entitled to）主每人獎金500萬元人民幣。
國務院總理李克強在頒獎大會上發表講話時表示，我國已到了必須更多依靠科技創新（rely more on sci-tech innovation）引領、支撐經濟發展和社會進步（economic development and social progress）的新階段。主要依靠要素投入驅動（driven by factor input）的傳統增長模式（traditional growth mode）已難以爲繼（difficult to sustain），過去在中低端產品（medium and low-end products）上形成的競爭優勢（competitive edge）也在逐漸減弱，我國經濟增長已進入從高速（high-speed growth）到中高速（medium to high-speed growth）的“換擋期”。必須依靠科技創新，纔能有力推動產業向價值鏈（move upward in the industrial value chain）中高端躍進，提升經濟的整體質量（improve the overall quality of its economy）；才能更多培育競爭新優勢（foster a new competitive edge），使我國發展的空間更加廣闊；纔能有效克服資源環境制約（restraints in resources and the environment），增強發展的可持續性（achieve more sustainable development）。
李克強表示，要在關係國計民生（be vital to the national economy and people's livelihood）的戰略必爭領域（strategic sectors）、科技發展前沿（frontier science and technology），實現重大突破（breakthroughs）。
科技創新活動（innovative scientific activities）在研發方向（research orientation）、資源配置（resource allocation）和經費使用（use of funds）等各個環節，政府要減少行政干預（administrative intervention）放手讓市場“說話”（let the market speak），爲公平競爭（fair play）的創新創造條件，激發科學家和研究人員的創造性和主動性（creativity and initiative），鼓勵青年人才向傑出科學家學習（follow the example set by outstanding scientists）。
當天的獎勵大會上，其他獎項也一一揭曉，本年度共授予10位科技專家和313個科學研究項目（scientific research programs）國家科學技術獎。
