Money could be one thing but there are a lot of other things that we can consider in this issue. If theme parks will allow outside food then there will be a dump in the park as indoor vendors will not take responsibility to clean that area. Some other problem might arise.

The park wants to make money from the sale of food and drinks at exorbitant prices, many times the price of similar items available outside the park. They think they definitely have a consumer group because visitors need to eat and drink while in the park.

When you bring in food that is not prepared inside the park, the park will be susceptible to various germs and diseases that came from outside the park. At Walt Disney World, for example, they perform microbiological testing on their food to ensure it is safe. Also, parks would need to be accommodating for those who have food allergies under current legislation. So, for food cleanliness and safety reasons, it would be advisable not to bring outside food inside the park.

Because customers are mainly paying for the entertainment value of Disney resorts when buying their tickets, and not directly for any food, it is not within Disney's authority to prohibit visitors from bringing in food from outside.
