【背景】

新的《鐵路安全管理條例》已於近期公佈，並將於明年1月1日起正式施行。在高鐵、動車組列車上吸菸或者在其他列車的禁菸區域吸菸屬於危害鐵路安全行爲。公安機關將根據違法情節，對個人處500元以上2000元以下的罰款”。

People smoking on high-speed trains will be fined heavily once new Regulations on Railway Safety Management issued by the central government come into force on Jan 1.
中央政府發佈新版《鐵路安全管理條例》，規定乘客在高速鐵路上吸菸將面臨重罰，新規將於1月1日起實施。

【講解】

high-speed trains是高速鐵路；be fined heavily是面臨重罰；come into force是生效，實施。
新規禁止在動車組列車上吸菸或者在其他列車的禁菸區域（smoke-free areas）吸菸。違者（violator）最高將罰款2000元（be fined up to 2,000 yuan）。
時速達到200公里及以上（speeds of 200 kilometers per hour and higher）的高鐵，都配備（be equipped with）有煙霧報警器（smoke detector），在高鐵上任何地方吸菸都會觸發警報（trigger an alarm），會使列車減速或停車（slow or even stop the train）。
有多起因乘客在高鐵上吸菸而導致列車停在鐵軌上（stop on railway line）的事件上發生。
另外《條例》也將對往窗外扔垃圾（toss garbage out of the window）、無票上車等違規行爲加大處罰力度（increase the degree of punishment）。
